Mr. Gaines is a retired educator who worked with business and vocational education for 37 years. Mr. Gaines has served on the City of Los Angeles Charter Reform Commission and the Harbor Area Planning Commission. He has chaired other planning and land use committees, including the Los Angeles County Citizens Advisory Committee for the development of the Nature Center at Los Angeles County’s Dean Dana Friendship Park. He presently serves as Chairman of the Board for the South Bay Credit Union, and is an active member of the National Education Association, the National Business Education Association, the California Business Education Association, the Palos Verdes Peninsula Lions Club. Mr. Gaines was appointed to the L.A. County Workforce Investment Board in December 10, 2002, on the recommendation of L.A. County Supervisor Don Knabe of the Fourth Supervisorial District.
